However, Rhode Island didn't send representatives and the Articles of Confederation required each state to send representatives in order to edit the Articles of Confederation. Because the Articles of Confederation could not be edited, the Articles of Confederation were thrown out and the current Constitution of the United States was created. To lay out the rules under which several colonies would work together to better defend themselves against the USA. Of course that has changed over the years. Today it's purpose is very questionable but we have not been given the opportunity to ask or answer those questions.
