I suppose it was some comfort to the Southern slaveowners to know that their property would be returned if it were "recovered" in one of the Northern states.

The disagreement between northern and southern positions on outlawing the slave trade was resolved through a series of compromises during the drafting of the U.S. Constitution in 1787. These compromises included the Three-Fifths Compromise and the agreement to allow the international slave trade to continue for a limited period. These compromises laid the foundation for the eventual abolition of the slave trade in 1808.
this is off my book so... northerners agreed that congress could not outlaw the slave trade for at least 20 years. after that, congress could regulate the slave trade if it wished. northerners also agreed that no state could stop a fugitive slave from being returned to and owner who claimed that slave.
