Bishops were important statesmen; they had important roles beyond their religious responsibilities. They were involved in local economics, educating people and administering justice. Rulers, in order to maintain their power, wanted to be able to fill the roles with their own choices. Pope Gregory VII opposed this, because to him the Pope was the absolute authority, closer to God than any secular monarch.
