Of course. African Americans are born in the US, so they are automatically citizens. To get more technical, if an African came to America and became naturalized, s/he'd be a US citizen.
I recently took a class about this and we came to the conclusion that throughout American History African Americans have been portrayed as buffoons, lazy and dumb.
Before they came to America, they only lived in Africa.
