Had Bulgaria won the second Balkan war , The ottoman empire would've gained small Greek islands ( like Rhodes ) mean whilst Bulgaria would've annexed Niš & the homeland of Macedonia from the Serbs and the oppressive Greeks . Most notably the massacres and ethically motivated genocides committed by Greece against the Macedonians in Greek occupied Macedonia would never have happened . Also , Bulgaria would not have had a reason to join the central powers in WW1 , and Greece would have less of a reason ( and less finances ) to be able to fight in WW1 and would therefore also be neutral .

In the First Balkan War it was the Serbians, Bulgars and Greeks who were fighting amongst themselves and together against the Ottoman Empire to get as big a share of the formerly Ottoman lands as possible. A little later the Second Balkan War broke out in which Greeks and Serbs fought Bulgaria when the first two decided that Bulgaria had ended up with too much territory and power. Austria (of which Hungary was only a part back then) and Russia had a vested interest in a stable Balkan and Slav unity respectively. Russia had been fighting the Ottoman Empire before 1910, but in the period you ask about these Balkan countries raised hell practically all by themselves.
