The wording of the question seems to suggest that most people did in fact 'bear witness' (by standing up for what is right), but many just didn't want to know about Nazi atrocities and genocide. Many people did not fall that easily into the two categories of those who 'bore witness' and those who did not. Many were 'bystanders' ... but even division into three categories is open to criticism.
