The only Roman that cared about him being from Galilee was Pontius Pilate, and that was mainly because he saw a chance to pass the buck to Herod: Galilee was in a different administrative district than Jerusalem, so Pilate shipped him off to Herod saying "Your citizen, your problem." Herod said "Nuh uh, he hasn't done anything wrong in MY territory" and sent him right back.
