Operation Desert Storm primarily focused on military operations in Kuwait and southern Iraq, particularly around cities like Basra and Al-Qadisiyyah. While the campaign aimed to liberate Kuwait from Iraqi occupation, it involved airstrikes and ground assaults that affected various regions in Iraq. Major urban centers like Baghdad were not directly targeted during the initial stages, as the focus was on expelling Iraqi forces from Kuwait.
President George Bush Sr. thought that there was no need to take Baghdad and he also thought that Saddam Hussein was finished politically. Southern and Northern Iraq was in rebellion, after they got kicked out of Kuwait by the coalition forces. President Bush Sr. didn't want American casualties by taking Baghdad and Saddam. Saddam's own army was in shambles after Operation Desert Storm and at that time didn't pose anymore threats to the world and its neighboring countries.
As the name implies, the Persian Gulf War was fought for control of the Persian Gulf. Most of the modern world runs on oil, and most of the world's oil comes comes out of the Persian Gulf on supertankers. Ergo, the Persian Gulf is a very important body of water which Iraq threatened to take control of in 1990, as Iraq had already done with the neighboring country of Kuwait. The main idea of the Persian Gulf War was to prevent Iraq from gaining a choke hold on the world's oil supply.
