But the two massacres brought bickering in opposition to Santa Anna.

General Cos rejected the apology from the Texans because he viewed it as insincere and believed that they were planning to rebel against Mexican authority regardless of their apology. He felt that their actions were disrespectful and decided to respond with force to maintain control.
