Oliver Cromwell allowed Jews to return to England in 1656 after centuries of expulsion. This decision was part of his broader policy of religious tolerance and was influenced by economic considerations, as he sought to boost trade and commerce. The resettlement marked the beginning of a small but significant Jewish community in England, which had been largely absent since their expulsion in 1290.

To quote from Wikipedia "However, his measures against Catholics in Scotland and Ireland have been characterised as genocidal..." I do not believe the Cromwell ever let Catholics return to England and live.
No it was Oliver Cromwell
You don't give a timespan, but there are synagogues dating back to the 1700s, and of course there is also the decree of 1657 issued by Oliver Cromwell readmitting Jews to England. The question is rather puzzling if it applies to the period since 1657 as nobody doubts that have been some Jews in England and Scotland since then.
* The first Jews were brought to England by William the Conqueror. * They were expelled from England by Edward I in 1290. (No reason is recorded for the expulsion). * They were readmitted by Oliver Cromwell from 1657. The numbers remained small till persecution in Tsarist Russia forced many Jews to flee westwards.

Oliver Cromwell allowed Jews to return to England in 1656 primarily for economic reasons. The Jewish community had been expelled in 1290, but Cromwell recognized their potential to contribute to trade and commerce, which could help stabilize and enrich the nation. Additionally, his interest in religious tolerance and the belief that restoring the Jews could fulfill biblical prophecies played a role in his decision. This marked a significant moment in English history, as it laid the groundwork for greater religious freedom in the years to come.

This is a vast topic, so it is probably best to look at the link. Please bear in mind that between the expulsion of the Jews from England in 1290 till the readmission of Jews by Oliver Cromwell in 1656-57 there were no (or practically no) Jews in England. The Puritans were, on the whole, less anti-Jewish than other groups. Note that the 1290 expulsion did not apply in Scotland.
