The first serious plans and preparations for the actual attack began in January 1941. A hypothetical attack on the Pearl Harbor base had been on the exams given at the Japanese Naval Academy for years though. Both Japanese and Americans thought an attack on Pearl Harbor was not feasible because the torpedoes dropped from bomber ran too deep after dropping and would get stuck in the bottom of the harbor, a problem which Japan solved by practicing extreme low-level drops and fitting the torpedoes with wooden fins for extra buoyancy.
