The USS Greer (DD145) tangled with Germany's U-652 off the coast of Iceland on 4 September 1941. It evaded two torpedoes and dropped depth charges in return. No one was hit or harmed in the "incident" but it generally considered the first firefight between the US and Germany of what would become WWII. One week later President Roosevelt ordered all US Naval Vessels to attack any ship that that attacked or threatened a US ship or any foreign vessel under escort.

North Vietnamese Naval units (135th Torpedo Boat Squadron) attacked the US destroyer USS Maddox on 02 August 1964; then another incident occurred on 04 August 1964 (involving the USS Maddox and USS Turner Joy). That was the rationale.

After the German attack on the USS Greer on September 4, 1941, which was the first U.S. Navy ship attacked by a U-boat during World War II, President Franklin D. Roosevelt and the U.S. government took a firmer stance against German aggression. The incident led to increased naval patrols in the Atlantic and a more aggressive policy toward German submarines. Roosevelt famously declared that the U.S. would "shoot on sight" at German vessels, marking a significant escalation in U.S. involvement in the conflict prior to its formal entry into the war after the attack on Pearl Harbor.
