If you're a school crossing guard, you'll want to stop both sides of traffic to ensure safe crossing for kids going either way on the crosswalk. Anywhere else, it's basically the same. Crossing guards do not want to bolt out in the middle of traffic. They want to wait for the right time to walk to the middle of the street and hold up their sign, allowing people to safely cross the roads.
