The Ordinance of Secession, which was adopted by the state of Texas on February 1, 1861, was effectively repealed on March 30, 1870. This repeal occurred after the Civil War, when Texas was readmitted to the Union under conditions set by Congress during Reconstruction. The act of repealing the ordinance symbolized Texas's return to the United States and the end of its secessionist stance.
To my knowledge the US never declared war on Texas. However, after Texas became a US state it did lead to a declaration of war on Mexico. And Texas was at war with the US during the Civil War, but that was because Texas seceded from the Union and joined the Confederacy.
Tennessee was the last state to withdraw from the Union, after a statewide referendum on June 8, 1861. On July 24, 1866 Tennessee became the first Confederate state to be readmitted into the Union.
