Oxygen itself was discovered in the 1770s independently by Carl Wilhelm Scheele and Joseph Priestley (Scheele did his experiments earlier than Priestley, but his book describing them wasn't published until a couple of years after Priestly published his work).
Antoine Lavoisier also claimed to have discovered it independently, but it's known that Priestly visited Lavoisier and discussed his experiments and Scheele mailed Lavoisier a description of his experiments prior to the time that Lavoisier published anything. Lavoisier did suggest a better name (oxygen) than either Priestly (dephlogisticated air) or Scheele (fire air), though.
However, the notion that there might even be such a thing as isotopes wasn't suggested until the early 1900s (around 1910-1913).
I can't find an exact date of discovery of oxygen-15 specifically. There's a paper about it available from Science Direct, but I don't feel like paying $42 to find out since I'm not really all that interested (if you are, I've linked the paper in the related links). However, the graph is viewable for free, and it looks like oxygen-15 was discovered around 1932 or 1933 (definitely after 1930, definitely before 1935). If someone is affiliated with an institution with a subscription, please edit this to put in the exact date listed in the paper.
