The Sugar Act was a modified version of the Sugar and Molasses Act passed by the British Parliment in 1733. Under the original Act, Colonia merchants were required to pay a 6 pence tax on molasses imported from the French West Indies. The purpose of the Act was to make the French West Indies' product more expensive than that from the English West Indies, to manipulate trade to benefit the British. But a system of corruption allowed the merchants to avoid paying most of the tax.
The Sugar Act, passed on April 15, 1764, reduced the tax on a gallon of molasses from 6 pence to 3 pence, but added more foreign goods, such as sugar, coffee and printed fabric, to the list of taxable items. It also regulated the Colonies' export of lumber and iron.
The First Lord of the Treasury ensured merchants paid the tax by increasing the British naval presence along the American coast.
The enforced tax on molasses caused an immediate decline in the manufacture of rum and disrupted trade with a number of the Colonies' economic partners. It was also one of the irritants that set the stage for the Stamp Act revolt.
