The Anti-Federalists, including Thomas Jefferson, George Mason, Patrick Henry, and others, demanded that a Bill of Rights be included in the new Constitution. They threatened to withhold ratification of the Constitution unless a Bill of Rights was added. A compromise was reached and the Constitution was ratified and the First Congress approved ten of the twelve amendments proposed by Madison.
