In 1938, Congress passed the Fair Labor Standards Act. It fixed minimum ages of 16 for work during school hours, 14 for certain jobs after school, and 18 for dangerous work. Many actions taken by individual states led up to this act and it took several efforts in the preceding years for Congress to agree on this final act. In 1916, Congress passed the first child labor law called the Keating-Owen Act. Two years later it was struck down by the Supreme Court in 'Hammer v. Dagenhart' (1918). In 1924, Congress tried again, but the measure was blocked. In 1938, President Roosevelt signed the Fair Standards Labor Act, which included among other things, limits on child labor.

The Mines Act was passed in 1842 in the United Kingdom. This legislation aimed to improve working conditions and reduce child labor in mines by establishing regulations for safety and hours of work.

The Fair Labor Act was passed in the late 1930's, but efforts to end child labor were most aggressive in the early 1900's. The great depression was instrumental in ending child labor, only because adults were competing against children for jobs as unskilled laborers.
