The rotors are plates with brake pads that attach to "keys" on the inside diameter of the wheel rim and rotate with the wheel. The Stators are attached to the hub of the brake and remain stationary and do not spin. The Rotors and Stators are alternated. When the brake pressure is applied, small hydraulic actuators compress the stack to rotors and stators against each other to create friction. If you go back and look at the first couple of episodes of the TV series "Lost", you will see some close up shots of their crashed airliner and there is no Brakes inside the wheels.
