Yes, they do. I lived in Costa Rica for 3.5 years. When we arrived in Costa Rica, we were pleasantly surprised at how we were not discriminated against as we were in the States. The people welcomed us and respected us as black Americans. The only discrimination we felt was from the white Americans and the Ticos who used to live in the US. However, I do know some darker skinned black people who have experienced discrimination from the police.
