No one was really on the throne when they were executed. Nicholas II was no longer the Tsar, and his brother, Mikhail had turned down the offer to become Tsar. With Nicholas no longer in power, the monarchy fell to Communism. Lenin took control of the country and had the family executed so that none of them could try to reclaim the throne.
