Barbarian was a word coined by the Greeks to describe non-Hellenic (non-Greek-speaking) peoples. It allegedly came from a saying that they could not understand them - their words sounded like 'bar-bar'.

So barbarians were anyone who did not speak Greek and adopt Greek culture. It has entered English as a word for people of uncouth and unruly behaviour.
