I believe Foley is a name that is English in origin. I say this because I have, (or rather had, he died in 1958) a cousin from England. My grandmother's cousin, (making him my Mother's second cousin, making him my third cousin), who served in the British Army in both World War One and World War Two and who spent half his life in Britain's Secret Intelligence Service, MI-6 Branch.

His name was Francis Edward Foley. He was born in Burnam-On-Sea, Somerset, in 1875 and died in 1958, just a few month's before we arrived back in England, where my Mother had taken us kids after leaving my Father in Kansas. His middle name Edward, is of course 100% English. Eight Kings of England have been named Edward. I am assuming his surname Foley is also old English in origin.
