I was wondering the same thing, having adopted the name Rice when my mother got married. I found this much:

"The Welsh surname Rice: The name is from one of the most common Welsh personal names, Rhys, Old Welsh Ris meaning 'ardor'. This was the name of the last ruler of an independent kingdom of Wales, Rhys ap Tewder, who died in 1093 unsuccessfully opposing the Norman advance.''

I also found out it's Welsh, and is an Anglo-Saxon name. It can be spelt as Rice, Ryce, Rhys, Reasce, Reece, Rees and Reese.
