It depends on the democracy, but generally YES. In some democracies, generally first-past-the-post parliamentary republics like the United Kingdom, the ruling political party controls all major branches of government and, therefore, does not need to compromise with the opposition to pass or enforce laws.

The Compromise of 1877 was enforced primarily by federal officials and political leaders, including President Rutherford B. Hayes, who agreed to withdraw federal troops from the South, effectively ending Reconstruction. The compromise was negotiated between Democrats and Republicans, with key figures like Senator David Davis and party leaders playing pivotal roles. This agreement aimed to resolve the disputed 1876 presidential election and restore political stability in the South by conceding to Southern Democrats' demands.

those that broke away from the two major political parties
The national political system in the U.S. broke down in the 1850s primarily due to deepening divisions over slavery and its expansion into new territories. The failure of compromises, such as the Missouri Compromise and the Compromise of 1850, highlighted the inability of existing political structures to address these tensions. Additionally, the formation of new political parties, like the Republican Party, and the violent confrontations of "Bleeding Kansas" further polarized the nation. This turmoil ultimately set the stage for the Civil War.

The Crittenden Compromise was mainly about creating an unamendable amendment to the Constitution allowing slavery below the latitude 36 -30. It also stipulated that all prior political party affiliations be changed to the Union Party. The idea was to work out some sort of compromise to prevent the session of the South.
The democratic party was created because of the presidency of Andrew Jackson. When he was running for president, he had a whole new political belief, which didn't fit the description of a federalist or a republican. So, to compromise for Jackson's odd political beliefs, he and his followers created the Democratic Party.
