The Proclamation did not of, course, free any slaves, as Lincoln did not have authority in the South. But it did license Union troops to liberate any slaves they came across in their Southern campaigns.

The real purpose of the Proclamation was to make it impossible for Britain and France to aid the South. (It would have made them look pro-slavery themselves.)
