The Quartering Acts were enacted by Parliament in Britain. It stated that British forces had the right to live in American Colony homes. This was to make sure that British forces had adequate housing during the French and Indian War.(sorry, but the French and Indian Wars were over long before this, this act was a reaction to those wars)
