They had been fighting the Chinese in the Second Sino-Japanese War since 1937. Their expansion into Indochina and the Pacific islands led to a US embargo on oil shipments to Japan. The attack on Pearl Harbor (US territory of Hawaii) was meant to prevent the US from naval actions to stop Japan. Although successful, the attack brought the US directly into World War II and led to the defeat of both Japan and their ally, Nazi Germany.
