there have been many instances that came up when Britain was regarded as the best naval power. in WW1 the Germans were agreeing to go to war but one of their officials stated that they needed time to prepare their navy for a battle with Britain. many times in history Britain has toppled or forced a country to their will because they used their naval army. like in Japan, when Britain wanted more trade ports in China, they sent one platoon through a river undefeated.

This is an impossible question to answer because there are numerous ways to qualify the best, and each army has different needs. For example, I would say Switzerland has the best army for homeland defense, and the United States has the best army for going anwhere in the world on short notice, but there are many other ways to judge how good an army is.
