I haven't been everywhere in Germany but I've been around to plenty of places.
Berlin, in my opinion is very cloudy much of the year. In fact, the entire northern part of the country (especially in the east) is often cloudy.
The sunniest city (and that's not saying really that much) would be the cities in the south and southeast. Freiburg tops the list as the city with the best weather in Germany...as Freiburg citizens claim...and again, that's not saying much.
Bonn is the former capital city of West Germany.
I think Germany took away Alsace-Lorraine, which is not a city but a region of France.
