It didn't only take place in France. There was just as much fighting in Russia, Africa, the Middle East and at sea. Now, the question becomes WHY was there fighting in France. The answer is quite simple. Germany invaded France and France didn't want to be taken over, so the only thing they could do was fight.

England and France did not wish to engage Germany in another war. Letting Germany take over a country or two seemed reasonable at the time to the leaders of France and Britain.
Germany is in a central location in Europe. It borders Italy, France, Poland and other countries. With control of Germany they could control Europe.

This pact however did not work to avoid a war, because on September 1, 1939 Hitler invaded Poland and France and England immediately declared war on Germany.
