The Confederate Constitution did establish a national government for the new southern nation, and it was a federal type of government (one superimposed over previously existing smaller, state governments), and the president selected was Jefferson Davis. But the new government was not a "strong" one. The southern states had split from the old Union over the issue of states rights. This is an idea contained in the 9th and 10th Amendments to the US Constitution, the original Bill of Rights. What the men who wrote the US Constitution had in mind was a central, federal government of limited powers, only those powers specifically given to the new federal government by the US Constitution. All other powers remained with the state. Having gone to war over this issue of states rights, the southern states were in no hurry to then turn around and surrender their powers to a new southern national government. This was to plague the Confederate government through the four years of its existence. To successfully fight the war, the Confederate government needed strong authority, but southerners were fighting for a weak central government and more local control over affairs.
