England has no President, but a Prime Minister instead. In 1900 this was the Conservative Lord Salisbury- he stood down from office in 1902 due to failing health, but the Conservatives were re-elected under Arthur Balfour. He was Prime Minister until the elections of 1906, when James Campbell-Bannerman was elected as head of a Liberal Government- he resigned two years later due to ill health, and was succeeded by his Chancellor Herbert Asquith (Campbell-Bannerman died soon afterwards).

So it was:

1900 - '02 Lord Salisbury (Conservative)

1902 - '06 Arthur Balfour (Conservative)

1906 -'08 James Campbell-Bannerman (Liberal)

1908 - Herbert Asquith (Conservative)

Asquith remained as Prime Minister until 1916, until he was replaced by his Chancellor David Lloyd-George, the first Welshman to hold the office.
