At the peak of the program in 1956 there were 445,197 Mexican contract laborers in the US legally each year under Public Law 78. They benifited because of higher wages but living conditions were far from acceptable and many were exploited. Those that hired them benefitted because they could pay less then the prevailing wage. American wages however were kept artificially low by the program.
