Nobody - the ghettos were not "build", ghettos where "made".

Usually the Germans (SS troops, police units and regular army) would force slave workers to build a fence or wall around a part of a town. Then they would deport all Jews to this part of town and by that turn a whole borrow into one big prison camp.

What was "build" where the concentration camps, which were usually set up on open fields close to some industrial plants which could use the inmates as slave workes until they became too exhausted by malnutrition and work and in their terms "useless life" - then they would kill them.
