If you are looking for an individual artist, consider that this type of architectural sculpture (gargoyles were functioned as drainpipes for example) can be traced back thousands of years to fantastic and grotesque creatures carved by ancient Egyptians, Greeks, and Romans. The heyday of gargoyles seemed to be in Europe in the Middle-Ages, starting in around the 1200's, especially in France. One famous example is the Notre Dame de Paris cathedral whose first stone was laid in 1163. It took the rest of the century and part of the next to complete, and underwent various improvements and reconstructions over the coming centuries. The actual carvers will remain anonymous to history.
