So I suppose the literal answer is that England didn't have a king in 1865, for two reasons: First, Victoria was a Queen (a queen's husband is called a "consort"). Second, England was not the name of the country at the time, but rather one of the "constituent countries" of the "United Kingdom of Great Britain and Ireland".
The youngest English female monarch was Queen Mary I, who ascended to the throne at the age of 37 in 1553. However, if considering the youngest queen regnant, that title goes to Queen Victoria, who became queen at the age of 18 in 1837. Mary II also became queen at 15, but only as a co-monarch with her husband William III. Therefore, Queen Victoria is often recognized as the youngest sole female monarch of England.
