Who did the laws of ancient Greece apply to?

Each city-state had its own laws. They applied to the citizens (and their families). Citizens were adult males who qualified under the laws as citizens.

Foreigners, resident aliens and slaves had to observe them, but did not have their protection guaranteed by them.

Each city-state had its own laws, which applied to its citizen and women and children; they also applied to slaves, non-citizens, visitors, resident aliens and to relations with other city-states and foreign cities, states and peoples.

There were also inter-city laws relating to the common Greek religious sites and practices.
