After the Civil War was over, all was still not well. Everything that had been destroyed by the war had to be rebuilt, including the government in the South. Even after passing the 14th and 15th amendments to the US Constitution, by the end of the 19th century, Blacks did not have a real "voice" in elections, more so in the South. Blacks execised their voting rights much better in the North.
