The colonists in charter colonies were allowed to elect their governors and both Houses. Colonists in the royal and proprietary colonies were only allowed to elect the Lower House, not the Upper House and governor.

A governor was appointed by the king or proprietor to head the colony and carry out the laws and decrees. Assisting and advising the governor, a council also enforced the king's wishes. An assembly made up of elected representatives became the voice of the people arguing the causes and interests of the colonists.

The Virginia House of Burgesses was the first elected legislature in the North American colonies, in other words, it was the first time colonists were allowed, through their elected representatives, to make laws to govern themselves. The laws still had to approved by the Governor's Council and the Royal Governor before they went into effect, however. In the other British colonies at that time, laws were made by a Governor and/or a council appointed by the King or by the person or company to whom the King had granted the land, and the people had no voice in making the laws that governed them.
