That would depend on which period of China you are talking about. If you are talking about the first time China was united as a country in the ancient times it would Qin Shihuang, the first emperor of China of the Qin Dynasty. He was succeeded by his second son, Qin Er Shi.

However, the Qin Dynasty did not last long. It collapses during Qin Er Shi's rule and Emperor Gaozu rose. He set up a new dynasty called the Han Dynasty.
