This depends on the type of castle. All castles were built as fortifications against military action, but who lived there depended on the location and purpose of the fortification. Some castles - usually those located within major cities - were actually keeps inside larger fortifications. They were intended to house troops and store material needed to defend an entire city against attack. These often doubled as palaces for kings or local rulers, and would house the ruler's family, important advisers, as well as elite soldiers. Other castles - usually in more rural, agricultural areas - served to house regional lords and their troops. These were used as retreats for farmers and villagers in the case of attack, and as bases for troops defending those regions of the kingdom. Still other castles were strategic in nature - placed in remote passes or unpopulated regions - to give advanced warning of approaching enemies and establish a bottleneck to contain foes until the main body of troops could be notified, gathered, and dispatched to the region. These normally only contained soldiers in relatively small numbers, though they could be put into service to house nobility for the purposes of negotiations or treaties.
