On February 3, 1865 Confederate Vice President Alexander Stephens, Assistant Secretary of War John A. Campbell and Confederate Senator R.M.T. Hunter met with President Lincoln and Secretary of State William H. Seward. The meeting took place on the ship River Queen in Hampton Roads. Lincoln and Seward demanded the disbandment of all Rebel forces. The restoration of the Union was Lincoln's main objective. This and the end of armed conflict would potentially save many lives. The Confederates offered no alternative solutions to Lincoln so the meeting resulted in no peace between the Confederacy and the United States.

After attending the Hampton Roads Peace Conference in February of 1865, President Lincoln had put together a set of terms for a Confederate surrender. He proposed that if the Confederates would agree to cease all military operations by April 1, 1865, he would allow for a compensated emancipation of all slaves, pardons for all political offenses, and the return of all confiscated property. These were generous terms for a Southern surrender. These were rejected by his cabinet and by Confederate President Jefferson Davis.
