It was said by William Jennings Bryan during the election of 1896. He was advocating for the U.S to move away from the "gold standard" and adopt silver to back up U.S currency along with gold. Basically for farmers interests of the Populist movement they wanted more money in circulation because they all used to get loans from the banks. But I believe it was more like:

"I will not help mankind to be crucified on a cross of gold"

He lost the election and it did not happen.
