King Louis XIV said "I am the state", what he meant was, it all begins and ends with him. There is no procedure, there is no judiciary or legislature, no deliberations. He can write a letter and declare anyone he wants arrested for whatever reason. He can decide to go to war. He can make laws and repeal them on a whim.
