You're probably thinking of the one who was the most famous - Erwin Rommel. He was a German. There were a lot of others but they are not well-known.

On almost all tanks, the turret swivels. (The Swedish S-tank did not have a turret.) There are a few tanks with swiveling commander's cupolas.
