It doesn't necessarily relate to the Iraq War, but the term "21 guns" means the funeral of in which an American soldier dies in battle. During the funeral, 21 guns are pointed into the sky. It's a military term.
It doesn't matter if he confesses or not. If he has killed himself, he won't go to Iraq! Pretty drastic method to avoid conflict.

Of course there are other things, but I think you get the general idea. In Iraq which is desertlike there aren't many places to hide.
