I would have to say it was Augustus. He wanted his inheritance and fought tooth and nail for it. As he was a natural politician, having learned much from his uncle Julius, he gathered power by smooth political moves. When he felt confident in his support, he defeated most of his enemies and came out on top. He was smart enough to return a token amount of power to the senate while keeping the really important ones for himself. In this way, rule by concensus was replaced by someone with supreme authority without another out and out civil war. The 200 years of peace which he initiated, the securing of the borders, the reforming of the army, the rebuilding of the city, and the arts that he encouraged should all contribute to making him the most admirable of the emperors.
