This is very much a matter of opinion. I think Michael Foot may have been the most useless. He was a very able man but immersed in Labour dogma. On the other hand, Gordon Brown was absolutley hopeless as well. Mind you, his predecessor, Tony Blair was pretty bad although it didn't seem like that at the time. He had charisma and the gift of the gab and people believed what he told them and he took Britain into the Iraq War on very flimsy evidence and without thought for the future.
Then again, Edward Heath took the UK into the European Common Market without properly thinking it through and not explaining that this body would slowly change into the EEC which would try to influence all areas of our lives, against our will.
So who is the worst amongst all those? I don't know.
