The Confederates, with little trouble. The Union commander persisted in wave after wave of Union attackers thrown at the Confederate defenses exactly where they were strongest. If the Rebels had been able to draw up the Union's plan they could have hoped for little better. Most of the larger Civil War Battles had casualty totals roughly equal, but the Union loss was disproportionately heavy at Fredericksburg due to these unimaginative tactics.
